The United States, United Kingdom, Italy, Germany and the Netherlands are warning citizens against travel to Ukraine as missile and drone attacks continue across the country. The warnings matter even for travelers considering western cities such as Lviv: lower attack frequency does not mean normal tourism conditions.
The latest U.S. update keeps Ukraine at Level 4: Do Not Travel, the highest American advisory level. The U.S. State Department’s Ukraine advisory says Americans should not travel to Ukraine for any reason because of the Russia-Ukraine war.
Which Countries Are Warning Against Travel to Ukraine?
Five governments now have strong warnings in place, although the wording is not identical.

That UK distinction is important. The UK Foreign Office Ukraine advice currently advises against all travel to most of Ukraine, while Zakarpattia, Ivano-Frankivsk, Ternopil, Chernivtsi and Lviv, plus qualifying parts of several other western regions, are under an “all but essential travel” warning.

Is It Safe to Travel to Kyiv or Lviv Right Now?
Neither Kyiv nor western Ukraine should be treated as a normal city-break destination. Russian missile and drone attacks can affect areas far from the front line.
Germany’s Federal Foreign Office travel warning says attacks with missiles, cruise missiles and drones occur throughout Ukraine. Although attacks are less frequent in several western regions, those areas have also been struck.
The Dutch government is even more direct: its Ukraine travel advice assigns the red “do not travel” code to the entire country and tells people already there to leave when they can do so safely.
Italy’s official Viaggiare Sicuri Ukraine guidance likewise strongly discourages travel for any purpose because attacks affect the entire national territory.
Why Are Ukraine Travel Warnings Getting Attention Now?
The practical risk is no longer limited to proximity to ground fighting. Travelers also need to plan for air alerts, infrastructure damage, transport disruption and power cuts.
The UK government says recent months have seen persistently high numbers of Russian drone and missile attacks. It also warns that strikes on energy infrastructure can cause electricity, heating and water interruptions, an especially serious issue as winter approaches and temperatures can fall below -20°C.
There is another detail holidaymakers can easily miss: Ukraine’s airspace remains closed. That means there is no ordinary fly-in, fly-out backup if plans suddenly change. Leaving usually requires arranging rail, road or other overland transport toward a neighboring country.
Will Travel Insurance Cover a Trip to Ukraine?
Do not assume standard travel insurance remains valid when you travel against government advice.
The UK Foreign Office specifically warns that traveling against its advice could invalidate insurance. Dutch authorities similarly tell travelers to check policy conditions because insurers may restrict coverage for destinations carrying orange or red warnings.
Before paying for a hotel, tour or transport, get the insurer’s answer in writing. Ask whether the policy covers:
- Missile or drone-related disruption
- Medical evacuation
- Trip cancellation
- Border delays
- Emergency accommodation
- Travel undertaken despite an official warning
A cheap policy is little help if its war or government-advisory exclusion removes the protection you expected.

Know your shelter and exit plan before an air-raid alert starts. That is more useful than trying to make decisions after sirens sound.
- Locate the nearest shelter as soon as you arrive somewhere new.
- Keep your passport, medicine and phone together and easy to grab.
- Maintain phone charge and a power bank, especially during outages.
- Carry some water, food and warm clothing.
- Follow curfews and local instructions.
- Do not photograph military sites, strikes or sensitive infrastructure.
- Plan an overland exit route before you actually need it.
The UK and Dutch official guidance both recommend monitoring alerts, keeping essential items ready and taking shelter immediately when instructed.
The key takeaway: a café-filled street, operating train or busy hotel can make daily life look surprisingly normal for a visitor. Government warnings are based on the risk that conditions can change in minutes, not on how calm a city looks at lunchtime.
