Kathmandu passengers cannot use Nepal’s National Identity Card as their only document for travel to India yet. Nepal has formally asked India to recognise the biometric card, but officials are still waiting for a response from New Delhi.

Can Kathmandu passengers use the National ID card for India travel today?

No, passengers should not arrive at Tribhuvan International Airport carrying only the National Identity Card.

The proposal remains under consideration, and no implementation date has been announced. Nepalese officials have confirmed that they are awaiting a formal response from India.

There is also a detail travellers should notice: reports describing the government proposal identify the passport and citizenship certificate as the existing documents. However, Nepal Airlines’ published passenger guidance also lists an original Nepali voter ID for Nepali passengers travelling between Nepal and India.

Because official and airline document lists are not presented identically, the safest option is to carry:

  • A valid passport, or
  • An original Nepali citizenship certificate
  • Your National Identity Card only as an additional backup
  • Any extra document specifically requested by your airline

A phone photograph, photocopy or downloaded card should not be treated as a guaranteed substitute unless the airline and immigration authorities explicitly confirm its acceptance.

The change would be particularly useful for travellers who already use the NID for domestic identification but still keep an older paper citizenship certificate specifically for India trips.

At an airport counter, the important question is not simply whether a card is official in Nepal. The card must appear on the document list recognised by India, immigration officers and the operating airline.

Why would the new rule matter most at Kathmandu Airport?

Kathmandu’s air passengers would feel the clearest immediate impact because airline document checks are formal and unavoidable.

The proposal specifically addresses travel by air and land, while reports note that document requirements are especially important for Nepalis flying to India. Tribhuvan International Airport’s immigration guidance currently confirms that citizenship certificates may be accepted for Nepali citizens travelling from India.

Recognition of the NID could give Kathmandu passengers a smaller, more durable alternative to carrying an original citizenship certificate through:

  • Check-in
  • Security inspection
  • Immigration
  • Boarding
  • Arrival verification in India

It could also reduce uncertainty for frequent travellers flying from Kathmandu to cities such as Delhi, Mumbai, Bengaluru and Kolkata. However, no airline has yet announced that Nepal’s NID can replace existing travel documents.

How could the proposal affect Birgunj and Bhairahawa border travellers?

Land-border travellers could also use the NID if India approves the proposal for road crossings as requested.

This would be relevant at busy routes such as Birgunj–Raxaul and Bhairahawa–Sunauli, where residents frequently cross for employment, education, medical appointments, shopping and family visits.

Even at an open border, travellers should carry valid identification. Checks may become more detailed when using public transport, entering secured facilities, booking accommodation or travelling farther inside India.

The practical advantage of the NID is its format. Nepal’s Department of National ID and Civil Registration describes it as a secure smart card containing demographic and biometric information.

What information is stored on Nepal’s National Identity Card?

The National Identity Card combines a person’s identity details with biometric verification in a chip-based smart card.

According to Nepal’s National ID department, the system can include:

  • Full name and date of birth
  • Permanent and temporary addresses
  • Citizenship information
  • Photograph
  • Fingerprints
  • Iris information
  • Electronic signature
  • A unique 10-digit National Identity Number

Nepali citizens aged 16 or above who have obtained a citizenship certificate can register for the card. The original citizenship certificate is required during the application process.

The biometric features could make identity verification faster and more consistent, but India would still need systems and procedures capable of checking the card before it can become a practical cross-border document.

Does the proposal introduce a visa for Nepal–India travel?

No, the proposal concerns identity documents—not visas.

Nepali and Indian citizens continue to benefit from the countries’ long-standing open-border arrangement. The proposed change would expand the identification options available to Nepali citizens; it would not introduce a new visa application, entry fee or advance travel permit.

The proposal also does not:

  • Cancel passports
  • Immediately replace citizenship certificates
  • Change the rules for Indian citizens travelling to Nepal
  • Confirm acceptance of an electronic NID displayed on a phone
  • Create an automatic right to board before airlines update their systems

What documents do Indian citizens need when flying to Kathmandu?

Indian citizens flying between India and Nepal must carry a valid Indian passport or an original voter ID issued by the Election Commission of India.

The Embassy of India in Kathmandu states that downloaded voter IDs and online printouts are not accepted for air travel. Aadhaar, PAN cards and driving licences are also not accepted as substitutes.

Nepal’s request for recognition of its own NID does not change these rules for Indian travellers.

When will Nepal’s National ID become valid for India travel?

No approval date or implementation timeline has been announced.

Four steps would normally need to happen before travellers can depend on the card:

  1. India formally accepts Nepal’s proposal.
  2. Both governments publish operational instructions.
  3. Immigration and border systems are updated.
  4. Airlines add the card to their accepted-document lists.

Travellers should look for a formal notice from India’s authorities, Nepal’s Department of Immigration or their airline—not simply a report saying the proposal has been submitted.

Kathmandu-to-India travel checklist

Carry an existing accepted document until the new rule is formally activated.

Before leaving for Tribhuvan International Airport:

  1. Pack your original passport or citizenship certificate.
  2. Do not rely only on your National Identity Card.
  3. Check that the name on your ticket matches your document.
  4. Ask the airline which original IDs it accepts at check-in.
  5. Recheck the rules 24–48 hours before departure.
  6. Carry a separate photocopy for emergencies, but present the original when required.
  7. For passengers under 18, carry photo identification with proof of date of birth, as advised by Nepal Airlines.

What should you do if your passport or citizenship certificate is lost?

Contact the airline and Nepal’s Department of Immigration before travelling to the airport.

Do not assume the NID will be accepted as an emergency replacement while India’s decision is pending. Ask the airline to confirm the replacement document in writing where possible. This avoids reaching the check-in desk with a legitimate identity card that is not yet recognised for the journey.

What should Kathmandu travellers remember?

Nepal has requested a simpler document option, but the travel rule has not changed yet.

If India accepts the proposal, the National Identity Card could make journeys from Kathmandu and Nepal’s border cities easier, particularly for people who travel frequently for work, treatment, study or family visits.

Until that approval appears in formal government and airline notices, the correct approach is straightforward:

Carry your passport or original citizenship document and treat the NID as a backup—not your boarding document.
