What is the Establishing Programme Rule?

New companies entering the market through the Establishing Programme face the tightest rules. You only get two work visas to start. You cannot simply buy your way into a larger quota like you could a few years ago.

To earn more visas, you must actively hire Saudi nationals. The government wants to see that you are actually contributing to the local economy before they let you bring in more expatriates. If you fail to hire locals, your quota stays locked at two. This forces new foreign investors to build a local team from day one.

According to recent updates by Fragomen, these strict tier limits did not exist under the old system. The government completely removed the old “Yellow tier” safety net. You are either fully compliant, or the system cuts you off.

A rejected visa application usually means your Nitaqat score dropped too low. You can fix this by balancing your staff ratio fast. Do not panic.

Follow these steps to get your account back in good standing:

  1. Check your Qiwa portal. Log into your employer dashboard and check your current Nitaqat color status. If you sit in the Red zone, the system will auto-block your visa requests.
  2. Hire Saudi locals immediately. You need to hire Saudi citizens and pay them a minimum of SAR 4,000 per month. If you pay them less, they only count as half a person in the quota system.
  3. Register them correctly. Ensure your new local hires are fully registered with the General Organization for Social Insurance (GOSI). The visa system will not recognize them until this paperwork is processed.
